Cogsy vs NA Bulk Price Editor
NA Bulk Price Editor changes prices, not costs. It can set a price from the unit cost, schedule sales and revert them. Cogsy changes costs, not prices. One feeds the other: a price rule based on cost is only as good as the cost.

How NA Bulk Price Editor handles product cost
The listing says prices can be set "by unit cost/margin", so cost is an input for calculating selling price. The vendor's keystone pricing guide describes a price change type that sets price to a percentage relative to the unit cost, and tells merchants to enter costs in Shopify itself (by hand or with Shopify's bulk editor). The vendor's CSV FAQ lists only Variant ID/SKU, Variant Price and Variant Compare At Price as accepted columns. None of the pages read say the app edits or writes cost per item.
What NA Bulk Price Editor does that Cogsy does not
